Throughout the May-August months, HERO Sports is going to name the best returning FCS player by jersey number, 99-1. Due to rosters being updated at different times for teams across the country and to keep things consistent, jersey numbers are based on the 2019 season.

84: Pierre Williams, WR (Jr.) — Sacramento State
The Hornets had a breakthrough season last year, going from 2-8 overall and 0-7 in the Big Sky to 9-4 overall and 7-1 in conference play. Sac State had several players raise their game, along with a new-look coaching staff, to make this drastic turnaround happen, including sophomore wide receiver Pierre Williams.
Williams had a team-high 931 receiving yards and seven touchdowns off of 54 catches. This came after a redshirt freshman season where he had 31 catches for 553 yards and five touchdowns.
Williams, who is 6-foot-1 and 210 pounds, was named on the 2019 All-Big Sky First Team and Sac State honored him with the team’s Outstanding Offensive Back award. That’s quite the honor considering the Hornets had All-American quarterback Kevin Thomson and All-American running back Elijah Dotson, who both return in 2020.
Sac State has a ton of offensive firepower coming back, and the trio of Thomson/Dotson/Williams is as dangerous as it gets in the FCS.
