From May through late August, HERO Sports named the best returning FCS player by jersey number, 99-0.

Which teams have the most players named, you may be wondering. Or which conferences have the most players represented? Below is the count.
There are many variables when looking at these numbers. Football is, obviously, a team game, and depth matters. Team A having more players than Team B doesn’t mean Team B wouldn’t beat Team A by a few touchdowns. Team B could have a lot of star players who all just wear numbers other All-Americans or NFL prospects also wear. Team A may have standout players wearing numbers that weren’t as competitive. Any number below 25 was loaded.
