8. Portland State University
The random darkhorse on this list, Portland State University might actually be the most logical choice for the NCAA to expand into. PSU's athletic programs are lackluster at best, they have an FCS football program and a men's basketball program that sometimes finds it's way into postseason NCAA play but rarely. However the school has recently begun the process to gain funding for a new overhaul of the Stott Center where the basketball and volleyball programs play. A few extra bucks could make that new arena ice-ready and a men's hockey program on campus would create a ton of buzz. Portland State is hoping to attract a more traditional student base and having a hockey team on campus would be a good start.
