Throughout the May-August months, HERO Sports is going to name the best returning FCS player by jersey number, 99-1. Due to rosters being updated at different times for teams across the country and to keep things consistent, jersey numbers are based on the 2019 season.

19: Xavier Smith, WR (Jr.) — Florida A&M
Smith has quickly gone from a walk-on to a top receiver in the MEAC and one of the best in the FCS.
As a redshirt freshman in 2018, he led the team with 52 catches for 727 yards and had four receiving touchdowns, earning All-Conference Second Team and HERO Sports Freshman All-American honors.
Last season, Smith led the MEAC in receiving yards (1,159) and receptions (77) while ranking second in TD catches (11). He was fifth in the FCS with 105.4 receiving yards per game. He was named a Sophomore All-American and on the All-MEAC First Team.
The 5-foot-10, 175-pounder can line up on the outside or in the slot, causing matchup problems for defenses.
