If the Cleveland Browns do not select Mitchell Trubisky with the first-overall pick in the 2017 NFL Draft, there is no guarantee they get the former North Carolina quarterback.
There is no guarantee he's still available at No. 12, their next pick. With multiple quarterback-needy teams holding the 10 picks in between, the Browns only have one choice to ensure they acquire both Myles Garrett and Trubisky: Trade up.
Though they can only 100-percent ensure a Garrett-Trubisky introductory press conference if they acquire the second-overall pick from the San Francisco 49ers, they still greatly increase their odds by acquiring the third, fourth or fifth pick. With 11 picks in both the 2017 and 2018 drafts, they have the firepower to do it.

If the Browns wished to acquire either the No. 2, No. 3, No. 4 or No. 5 pick in the 2017 NFL Draft from the San Francisco 49ers, Chicago Bears, Jacksonville Jaguars or Tennessee Titans, respectively, they could offer a multi-pick package that passes trade value muster.
Because it's possible the Browns will hold the No. 1 pick in the 2018 NFL draft, it's unlikely they will deal their first-round pick next year. However, they are still able to offer packages that reaches the point value of the one pick between 2-5.
